TEXAS PARTNERSHIPS • SB 1882
Texas Senate Bill 1882 provides a framework for districts to partner with eligible organizations to operate public school campuses. Lamar Legacy Partners supports districts through consulting services or by seeking selection as an SB 1882 operating partner.
DISTRICT CONSULTING
We can guide districts from initial exploration through planning, community engagement, school-model design, application preparation, and implementation planning. Our consulting support helps district teams organize the work and move the process forward.
OPERATING PARTNERSHIP
We can respond to a district’s Call for Quality Schools or other published solicitation to be considered as its operating partner. If selected and approved, Lamar Legacy Partners works under a performance contract to develop and operate the school, with district oversight.

Dr. Kevin Phillips leads Lamar Legacy Partners’ work to help school districts design, launch, and operate innovative public schools that families choose and students deserve.
An educator, executive leader, and military veteran, he brings nearly three decades of experience as a teacher and coach, campus administrator, human-resources executive, superintendent, and district cabinet leader. His work connects school innovation, community partnerships, and responsible stewardship.
